The database stores bytes, not characters. Remove the historical
note about 7-bit storage. Also document that -i ignores case only
for ASCII letters.

1. what the option does
2. why it is useful (deterministic order, streaming output)
3. how its results can differ from `find | sort'

Import the ENVIRONMENT section from NetBSD, minus the variable that our
ctfmerge does not have. Alphabetize them, polish grammar and alignment,
and add the variables to the man database. While here, remove whitespace
from the end of some lines to quiet linter.

For some of our build targets such as buildworld, buildkernel etc. we log
the real time in seconds how long the build runs. Now we log the user and
system time as well in milliseconds for most build targets.
Example output:
make buildworld
[....]
>>> Time spent on target buildworld: real 2286.42 user 62870.84 sys 2294.22

Using short temp filenames as /tmp/temp.XXXX (4 or 6 X) was probably ok
20 years ago, but not anymore. Best practice is to use 10 X. Given that our
users often copy & paste examples from our manual pages we need to
update the documentation.

The purpose of this script is to detect absolute symlinks on
a machine, e.g.:
/etc/localtime -> /usr/share/zoneinfo/UTC
Some of these absolute symbolic links can be created intentionally,
but it is usually better to use relative symlinks.
You can run the script after `make installworld', or any other
make targets thats installs files.
You can also check your local ports with:
env ABSOLUTE_SYMLINK_DIRS=/usr/local ./absolute-symlink.sh
For years we display the time in seconds how long it takes to
run `make buildworld' (see PR 224433). Now we will display the
time for "installworld" and "installkernel" as well.
e.g.:
--------------------------------------------------------------
>>> Installing everything completed on Sun Jul 7 16:11:37 UTC 2024
>>> Install world completed in 110 seconds, ncpu: 2, make -j2
--------------------------------------------------------------
This is an improved version of commit e5a0202f96

Some manual pages have a copyright notice or commit id before including
other files with the .so macro. We need to skip comments and empty lines
at the beginning of the manpage while checking for the first .so macro.

Our mktemp(1) implementation uses 8-X for a temp file by default.
That's ok, but we should increase the value from 8 to 10 as
many other OS already did.
