Swap the order of two tags in the PADI and PADS packets to
use the same order aa usoft. We shouldn't need to do this but telstra
have deployed switches (from an unknown supplier) which seem to have
been only tested with usoft and require the tags in a particular order,
despite the fact that teh standard doesn't specify any order.

When sending a packet back to a network interface to simulate an arrived
papcket, make sure that the packet has the interface marked in the first mbuf,
the same a truely arrived packets would have.
(stops a kernel page fault on multicast/broadcast udp packets).
