Mayur Kumar 00e79cfd64 pinctrl: actions: fix SPDX comment style in header ...

Header files should use the C-style '/*' block comment for SPDX
license identifiers. Correct the style in pinctrl-owl.h
to satisfy checkpatch requirements.
