Add a new stress test to exercise the interaction between targeted expedited membarrier commands and CFS bandwidth throttling. The test creates a deep cgroup hierarchy and aggressively hammers the membarrier syscall to expose lock contention and latency issues. This serves as a reliable reproducer for the `membarrier_ipi_mutex` cascade lockup, ensuring future changes to membarrier locking do not regress targeted command latency.
