x86/cpufeatures: Add X86_FEATURE_SGX_EUPDATESVN feature flag

Browse Source 
Add a flag indicating whenever ENCLS[EUPDATESVN] SGX instruction is
supported. This will be used by SGX driver to perform CPU SVN updates.
